NOTE: CPS have been known to be selective with regards to investigating the privately funded ones, (particularly unlicensed) facilities. That said, it doesn't hurt to contact Child Protective Services - numbers below.
Additionally, NDRN, Protection and Advocacy, is a federally funded invesigation and legal advocacy program advocacting the rights of those with physical and mental disabilities. It is the only program with the authority to enter a facility, regardless of licensure, serving those with disabilities. You should also contact the agency responsible for licensing the program. Those at the P&A should be able to tell you more about the regulatory agency responsible for the program of concern.
We are working on updated information on all the regulating agency for each state who may be able to help. Therapeutic Boarding School and Wilderness Camps, unlike Residential Treatment Centers, may be regulated by such wide ranging (and inappropriate) agencies such as the Dept. of Labor in Montana to the more apporpriate agency like Children and Families under the Dept of Health in Oregon.
